It doesn't really differ all that much from our own time.
There's the smog, the drizzling rain, the bars. Fiddlers and drums still play in the area around Ha'penny bridge, milk and alcohol are still being sold in small convenience stores along the river. The cashier may occasionally be a person or just a scanner, or even an aged piece of plastic bot, not any smarter than your smartphone, just a tad more pleasing and better at packing.

Steve, a person of low means who struggles in many areas of existence, has developed coping mechanisms for the city and life. Even managed to achieve some kind of equilibrium. That is until a spark strikes and a soul reawakens it's desire to rule another creature, to reclaim it's past, and to rediscover it's fuel for life:
